My Native, Finnish, uses entirely gender-neutral personal pronouns. Problem is, the Finnish uses umlauts which are an abomination to English-language environments, and even worse, the declinations and cases of the Finnish words can get mildly confusing. That being said, the Finnish third person singular person is hän. in root form. I believe we can dispense with the cases and declinations, given that in English the same functions are carried in other elements, namely prepositions and articles and such.

Finally coming on to the subject matter of your posting; I think I agree -- as the first stage. At this point the proposal may well be aimed at retaining captive audiences for the commercial sponsorship of televised entertainment. In time, however, if the specific language of the act or treaty will not specifically exclude such practice, there will come forth hosting services who will claim moral ownership of material that was published on their servers. How widespread this will become is something I prefer not to prognosticate. But if the legislation is in place, then it is only a choise of the service provider, not a contract between author and service provider as today.
