That Idiot Ivan (crosspost from The List)
I see Ivan consciously crafting a reputation as "the perfect paper-pusher". No need for him to do poorly at his job in order to stay out of the eyes of conspiritors.
He schedules appointments for his superiors with people needing to see them, with the greatest of ease. He turns in Barrayaran forms, with every single twitching little bit filled in correctly, exactly on time, or perhaps even early. He reconciles reports from different sections against each other to see any discrepancies.
He makes coffee. He shares tasty tidbits of news that he heard from his mother and her cronies, much to the delight of any would-be social climbers in his office. He has friends who listen eagerly for the latest installment of his ever-changing love life (artistically told with *just enough* detail, and just enough left to the imagination).
His files are precisely in order, his office neat. His desk has a holocube with images of his mother, aunt and uncle, cousin, and a succession of girlfriends, and perhaps the latest trinket from the current relationship, but is otherwise devoid of personality.
He sighs wistfully after ship duty just as often as the next guy, but has failed to apply after a few promising-looking openings in the roster of the next ship going out.
Every now and then, he disappears from his post, with ImpSec's apologies, and returns some days or weeks later, tired but with a certain sparkle to his eye, shutting up if pressed, with a commendation for "bravery and following orders" posted to his file...
Not a man to put in charge of life-or-death combat situations, but just the man for keeping the office neatly in order. Not very much imagination, except, I've heard, with the ladies... A good man, but not too bright. Promote him.

He's not stupid (though he's fabulous at pretending to be) and he's not a coward...he's just more self-serving than the Kosigan branch of the family. And he figured out VERY early on that the only way to stay out of politics in his place in the Vor was to be loyal, likeable, and *dumb*.

And I'm not sure how much of his recent getting caught at being intelligent is due to his acting abilities failing him, him slipping up, OR...as he gets older, he starts to accrue a little bit of the self-sacrificing attitude that the Kosigans have in abundance, and starts to feel more like wanting to Make Things Right...maturity sometimes does that to a person who wants to Do The Right Thing.
