It's an old one, and I believe it to have been an ugly one.

I beleive Molly Ivins has a mention of something similar in
Molly Ivins Can't Say That, Can She?
. As I recall, there was a barbell-shaped district in that one too.

Though you might have to tweak borders a little at irregularly-bordered states.

True. And it would mean that a big city, forex, would only have one rep, thus skewing demographics towards rural.
So some sort of grid-based system where grid size is adjusted for population?
Not sure, but a barbell-shaped district sure as heck ain't it.

I find myself thrilled with the Texas demos. Sneaking off in secret so the Rangers wouldn't catch up with them before they crossed the border - HEE!
