Well... it's incorrect for American. It's correct for /English/.

Over here we do the sane thing with quoting - you quote the /quote/, not the extra punctuation you've added.

'phrased the question wrong?' sounds painful to me.

Is that correct? I know that if I were writing that, I would've said 'phrased the question incorrectly'.

Not really. I was more enquiring, rather than correcting. What [livejournal.com profile] wolfieboy said 'felt' wrong, but my knowledge of English grammar is far from outstanding, and I frequently make mistakes myself. If it is wrong, I certainly couldn't tell you /why/ it's wrong.

I think the cartoon that did it was Pokemon. The Simpsons went to Tokyo and turned on the TV and there was the program (supposedly, although it bore no resemblance to Pokemon) that caused seizures. Each member of the family fell victim, except Homer, who just did it because the others were.
