Traditionally, of course, you use olive or coconut oil or some such.

Ah! That Makes Perfect Sense
It might take some thought to put the more interesting flavors (cannabis, myrrh, abramelin oil etc) in. These are all oil soluble, and rely on that property to transport them across the mucous membranes. The first thing I'd probably try would be to mix the oils with a tiny amount of rectified spirits of wine (otherwise known as 200 proof ethyl alcohol, so the key words are certainly 'a tiny amount'), then mix that mixture into a little bit of water. That should mix freely with the glycerine.
