The entirety of the time that I was there and clocked in -- 8 am to 2:15 pm, and 3 pm to 6:10 pm.
If I'd had the temerity to come back late from break, however, even though there was nothing going on, I would have been written up and docked pay. They basically pay us to be there and prepared to work at any moment should the computer system go back up, when it's not up.
IT evidently decided that there was no way the system would be up at any reasonable time last night, so sent us all home, cost-effectively.
