Like a silly thing, I volunteered to go through nearly a year's worth of mailing list messages to distill them into something a little more manageable for D to cook into something coherent. No, since I've never heard of it :) It's more related the the saying that "X is such a bad cook that s/he can't even boil water without burning it" which is something my family used to say. So that means that "boiling water without burning it" is the absolute minimum cooking skill that one could possibly have.
