If the poll is not specifically friends locked when creating the poll, anyone can still see it when pollsurfing by numbers. Test: http://www.livejournal.com/poll/?id=40550 is in a friends locked post (mine). You can fill out and see answers, but not view discussion, if you are not listed as a friend by me.
